The switch IP address and the default gateway address are actually on different subnets. IP and gateway addresses must be on the same network so the gateway address should be changed.

How is it possible?!?! the IP address 192.168.17.253 just has one more ip, or 192.168.17.254.
This question is totally weird to me!
Probably the best way to understand a question like this is to recreate it in your own CCNA lab. It is a combination of understanding subnetting and when you can actually try it in your own lab it makes all the difference in the world instead of trying to memorize this. I got a CCNA lab here http://www.certificationkits.com/ccna-certification-kits/ with three 1841 routers and a 3550 switch and two 2950s(they also include a 100 page subnet workbook that has about 150 practice questions). You can easily recreate scenarios like this and see it work. I got a 978 this morning on my exam between my lab and here. Best of luck, on to the next Cisco exam!

192.168.17.253/28 is just host-IP,but not network-subnet IP.So,32-28=4,2^4=16(box size=increment). 192.168.17.240 is the network-subnet IP (or lets say subnet ID).
192.168.17.255 is the broadcast IP for this subnet,and 192.168.17.241-192.168.17.254 is the range for valid host IPs.If we change IP of gateway to the IP that falls to this range,then we can access to the switch remotely.So,192.168.17.241 falls to this range.
Q1 – According to the router, the network is 172.16.1.96 /29, but the server thinks it’s 172.16.1.96 /28. The highest usable address is 172.16.1.102, which includes the server address. So, the server should be able to communicate with NY. It will only have problems with addresses 172.16.1.103 – 172.16.1.111. So, that entire question is wrong.
@JamesK, I think what they are going for here is recognizing that that the CIDR and server subnet don’t match. It’s all about the process of troubleshooting.

Subnet mast 255.255.255.240. convert 240 to binary and we get lowest bit as 16. Therefore increment is 16.

Re: question 1, the subnet mask can be different as long as the ip addresses are both in the same network. Both the TFTP server and the router LAN router interface are both in the 172.16.1.96 network. Try it on live gear or packet tracer and it works just fine.

Q1, I think the TFTP server address is meant to be 172.16.1.103 or higher, to .110
172.16.1.97/29->172.16.1.97-172.16.1.102 are valid IP addresses
172.16.1.101/28->172.16.1.97-172.16.1.110 are valid IP addresses
Ok it is a case of overlapping subnets but the TFTP address of 172.16.1.101 should work ok, as the address is covered by the smaller subnet of 172.16.1.97/29.
Someone correct me if this is wrong but this is how I remember the overlapping subnets explanation in my CCNA book.
Curious.. I believed the answer is correct TFTP server has an incorrect subnet mask because is connected to the switch I don’t think vlsm would apply here.. Either way I checked all Ip addresses and all them are correct.
Curious so I decided to setup a lab with this configuration and I got good connectivity with TFTP Server with subnet mask 255.255.255.240.. The problem that I see with this question is that a def. gateway is no showing on TFTP server and for this to work I have to set up a def. gateway on TFTP Server… maybe that would answer your question….. Cisco bein difficult as always.
